Our Department of Environmental Planning covers the fields of land-use planning and management, applied to protected natural areas, Natura 2000 Network and rural settings.

The series of products that Tecnoma is able to offer can be grouped in the following three main lines of action:

  • Tools to promote sustainable use of resources

    • Inventory and description of existing natural resources and environmental services
    • Development of sustainable resource use policies and strategies
    • Design and execution of compensation schemes applied to environmental services
    • Inventory and design of land use master plans
    • Rural development plans and formulation of precise measures


  • Planning and management of natural areas

    • Inventory and production of land use and management plans for natural or forest areas
    • Status reports, Management and Evaluation Plans of protected areas under Natura 2000
    • Economic assessment of the natural environment, including the impact on uses of legal regulations and management, and damage quantification.
    • Identification and evaluation of ecological restoration measures and/or instruments for environmental impact minimization/compensation
    • Evaluation reports on repercussions on the Natura 2000 Network
    • Development of guidelines on (compensation) measures applied to the Natura 2000 network of protected areas
    • Specific studies and reports on habitats and species
    • Strategic Environmental Assessment (SEA) of diverse plans and programs


  • Public participation

    • Design and execution of active public participation processes, materials and activities, including conflict resolution
    • Design and execution of environmental education processes, materials and activities

THE SEGURA RIVER BASIN MANAGEMENT PLAN

2008 to 2010 are fundamental years in the participatory process for the drawing up of the new River Basin Management Plan (RBMP) of the Segura district. For this reason, the Segura River Basin Authority has contracted the Tecnoma-Contraplano Joint Venture as a back-up for its communication and participation activities.

The Strategic Communication Plan includes the on-line administration of the database of the interested parties, the updating of the Authorities’ website, the inserting of press advertisements and radio spots and the sending of a monthly electronic informative bulletin. As regards public consultation, Tecnoma supports the process of compiling and classifying the observations and statements, and in the generation of the corresponding responses.

In the same way, we prepare the structure, logistics and documentation for the approximately 50 informative and discussion meetings, and take charge of moderating these.

 

PUBLIC INFORMATION AND ENQUIRIES ON THE DURATON PROTECTED AREA MANAGEMENT PLAN

Castilla y Leon’s Regional Law 42/2007 calls for the approval of a Natural Resources Plan (PORN) for the Nature Park of the Duraton River Ravines which was declared a Natural Park in 1989.

In order to improve the Plan’s quality and to facilitate its implementation, the Regional Department for the Environment has decided to execute a non-mandatory phase of information and enquiries previous to the drafting of the kick-off document and the administrative procedures related with it.

Tecnoma has developed a social diagnosis and a six-month strategy to organize all the activities: interviews, local informative forums (some of them receiving more than 100 local participants) and four thematic worktables that identify the existing agreements and conflicts.

The project will end with the compilation of all commentaries and a process self-assessment.
