The department of Environmental Assessment has experts in different areas and is able to offer solutions during the whole cycle of project analysis and environmental integration. This process includes the different documents in the procedure such as the Environmental Impact Assessment, and continues through to the design of mitigating measures to be incorporated in the detailed design for the prevention, correction and compensation of impacts. The department is also experienced in justifying adverse effects on a Natura 2000 site.

ACTIVITIES

ENVIRONMENTAL IMPACT ASSESSMENT AND ENVIRONMENTAL INTEGRATION PROJECT FOR THE NEW M-61 ROAD

The work was carried out for MINTRA (Madrid Transport Infrastructures) between 2007 and 2009 and included the corresponding Environmental Impact Assessment, as well as the Environmental Integration which is a part of the detailed design.
The development of the Project was determined by environmental aspects of the surroundings, basically:

  • SPA and Monte El Pardo Conservation Area.
  • Main areas of protection in the PRCAM (Parque Regional de la Cuenca Alta del Manzanares – Upper Manzanares River Basin Regional Park (A1 and A2 Nature Reserve).
  • Ecologically interesting ecosystems. (Oaks and riverside plants).
  • Strategic areas of wells in the Canal de Isabel II network (public company that manages water supplies in Madrid).
  • Archaeological and Paleontological patrimony.

The work was carried out in three phases:

  1. The Environmental Impact Assessment phase concentrated on the analysis of the construction alternatives of the new M-61 road, the main determining factor being the environmental conflicts arising from the route through the Monte de El Pardo National Park and its impact on Natura 2000.
  2. At the Public Information and Enquiries phase the numerous issues were addressed.
  3. The Environmental Integration phase of the new M-61se road focused on the development of mitigation and compensatory measures, among which the following can be highlighted:
  • Screens and other systems to mitigate noise.
  • Diffusion of tunnel-related pollution.
  • Recovery and improvement of riparian habitats.
  • Land acquisition and its later declaration for Public Use.
  • Upgrading of power lines in the Monte de El Pardo SPA.

 

UPGRADING OF THE AP-6 MOTORWAY. GUADARRAMA TUNNEL

The Environmental Surveillance of the works to increase the capacity of the A-6 motorway between Valle de los Caídos Interchange and San Rafael was carried out from September 2004 to February 2007. Construction was monitored to ensure the environmental requirements were met. (Third lane and third Guadarrama tunnel between the Valle de los Caídos and San Rafael). The tasks included:

  • Review of the detailed design.
  • Preparation of an Environmental Surveillance Programme.
  • Verification of the correct execution of the mitigation measures planned.
  • Detection of unforeseen impacts and proposal of new mitigation measures to reduce them.
  • Continuous environmental advisory services to the Construction Management team.
  • Reports
  • Adaptation of landscape integration measures to match the characteristics of the surroundings.

 

The main environmental aspects that were monitored were:

  • Soil conservation and protection. 
  • Air quality and noise.
  • Construction site waste management.
  • Protection of flora and fauna.
  • Protection of surface and underground water quality.
  • Protection of cultural heritage.
  • Borrow areas and dumps.
  • Environmental recovery and landscape integration.
  • Maintenance of territorial permeability.
  • Execution of compensatory measures.
