Montenegro is a state in the Balkan Peninsula. It was part of the Federal Republic of Yugoslavia and then part of the Federation of Serbia and Montenegro. In 2006, it became an independent state. Its capital is Podgorica and the second city is Niksic, which has 60,000 inhabitants.
The existing waste water treatment plant is no longer in service and is to be dismantled and replaced by a new one where the sludge will be treated using anaerobic digestion. This new plant will also have a cogeneration plant with energy recovery (biogas).
The contract, financed by the EIB, managed by the Municipality and controlled by the European Union, includes the following technical assistance for its completion, in the following phases:
- Review of the feasibility study
- Preliminary design

LAS DEHESAS SPANISH PLAN
Tecnoma is performing technical assistance to the Directorate-General for Biodiversity in the Ministry of the Environment to write-out the Las Dehesas Spanish Plan, aiming at planning the conservation and development of not only of the Mediterranean pasture, but of all Spanish pasture-like systems which comprises an estimated total surface area of over 3.5 million hectares.
These types of systems usually have multiple uses (agricultural, forests and farming) given their scarce profitability, which added to livestock pressure, illnesses, and the difficulties of woodland regeneration, portray a dismal scenario in terms of conservation, often leading to their transformation into areas dedicated to other uses that are more economic (intensive cultivation, urban development, etc.). However, due to their ecotone trait, ecological importance is very high, which is why the Spanish Forest Plan deems preservation a priority.
Technical assistance activities are the following:
- Inventory: mapping of pasture systems starting from the Spanish Forest Map 1:50.000, the Third Spanish Forest Inventory and other maps (Digital Terrain Models, soil uses, etc.).
- Typology, characterization and diagnosis of pasture systems, establishing their different classifications.
- Preparing basic intervention guidelines for each of the identified typologies aiming at increasing their profitability, introducing livestock-handling techniques and better silvicultural practices, promoting the commercialization of quality goods, etc.
- Revision of legislation, regulations and tax-rules with an aim at proposing measures to help protect the systems.
- Support to present the Plan to the National Forest Board and other institutions.
- Laying out the Plan for its publication.
